Serpens Center for International Security (SCIS) is an independent Ukrainian defense and security think tank. Our mission is to strengthen how Ukraine and its allies think about, build, and sustain their own defense, and to help form the new security alliances the 21st century demands.
The Serpens Non-Resident Fellowship brings a small group of researchers and practitioners into that work. Fellows keep their existing positions and locations. What they gain is a platform, an editorial partner, and access to a network that connects Ukrainian operational experience with Western policy, industry, and capital.
Applications are accepted on a rolling basis and reviewed monthly. We hold 4-6 fellowships at any one time, each for a 12-month term, renewable.
