About the Program:

Serpens Center for International Security (SCIS) is an independent Ukrainian defense and security think tank. Our mission is to strengthen how Ukraine and its allies think about, build, and sustain their own defense, and to help form the new security alliances the 21st century demands.

The Serpens Non-Resident Fellowship brings a small group of researchers and practitioners into that work. Fellows keep their existing positions and locations. What they gain is a platform, an editorial partner, and access to a network that connects Ukrainian operational experience with Western policy, industry, and capital.

Applications are accepted on a rolling basis and reviewed monthly. We hold 4-6 fellowships at any one time, each for a 12-month term, renewable.

Who This is For:

We are looking for people who already know something we don't, and who want a serious venue for it. That includes:

• researchers and analysts working on Ukrainian, American, Western security
• practitioners with direct operational or industrial experience — unmanned systems, battlefield innovation, defense production, procurement
• specialists in adjacent fields with expertise that the defense debate needs and rarely gets: export control law, defense economics, electronic warfare, logistics
• Western scholars and practitioners working on questions where Ukrainian experience is the missing evidence base

There is no age requirement and no institutional affiliation requirement. We care about the quality of your thinking and your ability to put it on paper.

What Fellows Do:

Over the term, each fellow is expected to:

• produce two to three published pieces with SCIS — analytical reports, policy briefs, or commentary, depending on the fit
• take part in our convenings, including our annual invite-only conference
• be available on occasion for briefings, expert commentary, and review of colleagues' drafts
